Health Benefits for Immigrant Adults (HBIA) Coverage Ends at 11:59 p.m. June 30, 2025

The Illinois Department of Healthcare and Family Services (HFS) has issued a notice to providers serving individuals enrolled in the Health Benefits for Immigrant Adults program (HBIA)—covering adults ages 42 to 64—that their HBIA medical coverage will end June 30, 2025, at 11:59 p.m.

What Providers Need to Know

  • Providers should continue to offer care for Meridian HBIA members through June 30, 2025
    • Individuals who lose coverage will continue to be eligible for emergency services through the Emergency Medical Coverage for Non-Citizens process
    • A small number of HBIA members with documented noncitizen status may be eligible for coverage through Ambetter or another Illinois Marketplace plan. The impacted members will receive additional information from HFS.
    • Beginning July 1, 2025, providers should continue to check eligibility, as former HBIA members may be eligible for another type of coverage
    • Meridian HBIA members may have access to primary and preventative care at Federally Qualified Health Centers (FQHC) and free and charitable clinics that serve uninsured and underinsured people
    • Providers are encouraged to direct HBIA members to the Immigrant Family Resource Program at 312-793-7120 or the Department of Human Services’ Support Services for Recently Arrived Migrants website for a list of community service agencies serving immigrants
  • The Health Benefits for Immigrant Seniors (HBIS) program will continue to serve eligible members ages 65 and over
    • Enrollment in the HBIS program remains paused
    • Current Meridian HBIA enrollees who turn 65 on or before June 30, 2025, and meet eligibility requirements will be automatically enrolled in the Meridian HBIS program
