Illinois Electronic Visit Verification (EVV) system transition: April 2025 update

EVV updates summary
Compliance requirement starting May 1; new HHAeXchange Customer Support Portal
- All home health care services (HHCS) providers billing Illinois Medicaid, HealthChoice Illinois (HCI) Managed Care Organizations (MCOs), and Medicare-Medicaid Alignment Initiative (MMAI) MCOs are required to use HHAeXchange for EVV or transmit EVV to HHAeXchange through a third-party system.
- Per state policies, an overall EVV compliance rate of 50% by May 1, 2025, is required.
- Effective April 1, 2025, Illinois providers must use HHAeXchange’s new Customer Support portal to submit requests to HHA for technical support.
Background on the EVV transition
Effective December 31, 2023, Illinois implemented the EVV system for HHCS providers billing Illinois Medicaid and MMAI MCOs. See more details on the HFS EVV web page.
Providers participating in the Meridian Medicaid Plan, YouthCare, and Medicare-Medicaid Plan must be compliant with the EVV requirements.
- Providers were asked to complete enrollment with Illinois’ statewide EVV vendor, HHAeXchange, which records the information defined and required by the 21st Century Cures Act.

- An EVV implementation date for the Persons Who are Elderly Waiver program has not yet been announced. Read more in the notice issued July 12, 2024.
